I thought the book was called V is for Victory or Hooray for Victory but googling those comes up with the wrong books. I read it in the 90’s but I think it was written in the 70’s or 80’s? The main character’s name is Victory, she’s a young girl, I think middle grade age. It’s a coming of age type story, fiction. Pretty sure it was a female author...thought it was Judy Blume or an author like that. I think the cover might have been yellow with red on it...
