ABANDONED. Sci-fi short story about fleeing Earth for a new planet

When I was younger I read a short story about a future Earth that was stripped of natural resources and completely covered by urban sprawl. The book centers around a young woman who is rushing around getting her things to board the last ship off of Earth leaving for the new planet. She realizes her neighbor, and elderly man, is still at home and frantically tries to get him to come with her, but they both end up missing the ship. As she says something about not being able to go to new earth, the old man is busting the concrete surface with a pick ax, and begins to plant a tree in the soil beneath the concrete, saying something along the lines of "This is the new earth, they took the old one with them" Anyone remember such a story?

I'm not sure exactly of the title but this REALLY reminds me of a John Wyndham story I read a couple of years ago.maybe from The Troons of Space and Other Stories or The Seeds of Time ?
