Mel A pigeon ought to be able to live its life however it so chooses, and yet, again and again, he is prevented from doing so by a duck-booted authority figure enforcing its arbitrary, draconian "rules." Is the author trying to tell us something?

Dramapuppy I...think you're overthinking things. Unless you're just joking. Interesting theory but I doubt it's what the author was going for.

Richard Yep - it's a fascistic commentary on society, getting your kids early so they will put up with a life of drudgery and following orders.
Who the hell is this bus driver anyway, ordering a small child to police pigeons?
1984 for toddlers.
