A long shot because the illustrations don't seem similar to Quentin Blake, but I'll mention it in case it triggers some memories. The Sea Chest by Toni Buzzeo? The girl lives in a lighthouse and her family discovers a sea chest filled with a quilt / blanket and a baby.

I have no idea when I read it, probably some time in the mid to late 90s? And I'm afraid that's literally all I remember about it
