SOLVED. Novel spunoff from short story, feathered dinosaurs, caves

I am pretty sure this was a short story that became a book.

The MC was a feathered dinosaur except you don't know that until later on (in the short story). She has siblings and a mother. They live in caves away from everyone else.

A man comes and lures her away from the family and I think she ends up in a zoo or museum.

I think the author's name was Carol something or other.

Pretty sure it was YA.

I remember there was a mountain and a man in a cheap suit who lured them away with ice cream.

Found the short story and I doubled checked on the author's page and she never actually published the novel she planned for expanding the world as far as I can see.

So I guess I imagined it.
