House has a widows walk which the girl is constantly drawn to. Male ghost but also human Male love interest. I believe the cover is blue and has a picture of the house on it. Memory is fuzzy though so that could be wrong. It was the first book to keep me up late at night reading and gave me my first book hangover but I was a preteen and have no idea what happened to the books from that era of life.
