Historical Fiction Romance, set in old England, where father (a duke or Earl) was assassinated by his half brother, his daughter grew up poor but became leader of a band of thieves who steal from the rich to feed the poor

Looking for the title of this book I read it in the 80s or 90s. The genre is Historical romance. Setting is Old England. Book is about a little girl, daughter of an Earl or duke, her father's step or half brother sent an assassin to murder the girl and her father while they were travelling in their carriage in the woods.

The assassin kills her father but as he raised his hand to kill the girl, he could not do it after looking at her in the eyes. He released her instead and asked her to run and never come back.

The girl fled and was raised poor in a small village, she grew up to be a very beautiful woman. She became the leader of a band of thieves who rob the rich at balls and uses the proceeds to feed the poor.

Please help with the title of this book or the author.

Additional Info: The lady eventually fell in love with one member of the ton maybe an Earl or so but he never knew she was the famous thief who robs people during balls. Her step-uncle eventually got to know that she was still alive and he forced her to marry her cousin (his son). On her wedding night she made her cousin drunk and spent the night instead with her lover.
