Evgeny This is about an author name, not a book. The author bell hooks prefers to have her name without capitalization. According to the policies in such cases author's wish has bigger precedence than official GR rules.

So why does a librarian note on her profile asks NOT to change the capitalization (she is listed as Bell Hooks)?

It's a note from GR staff added prior to the incorrect change.

They have been known to make exceptions to their own policies, which they appear to have done in this case and allowed it to remain in lower case letters (until someone incorrectly capitalized it). It had been previously correct, which is why they added the note saying not to change it.
