A fiction book about dogs lost in an abandoned area

I remember there being lots of rain or flooding, and the book takes place from the dogs point of view. I remember there being a German shepherd, maybe a terrier of some sort too. Overall there were just lots of dogs of different shapes and sizes that came together and formed a dog pack to stay alive. I remember reading this book in either 2014 or 2015. Thanks.
