I just finished Umami by Laia Jufresa for this task. The author is from Mexico City and the book is set in Mexico City. It’s also a beautiful book and I thoroughly recommend it!
I have this book out from the library. It is set in the Dominican Republic. Does that count as Central America?https://www.goodreads.com/book/show/5...

Dominica is in the Caribbean. Central America is Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama.

No, it wouldn't count. Vargas Llosa is from Peru, and the Dominican Republic is in the Caribbean. (As is Dominica, which is a separate island and not the subject of The Feast of the Goat.)
I just finished this crazy book set in El Salvador: Dance with Snakes by Horacio Castellanos Moya. His She-Devil in the Mirror would also work for this prompt.
Never mind that last one. How about this one, since it is set in Mexico?https://www.goodreads.com/book/show/2...
I think I want to read that one.
I read Gods of Jade and Shadow. It's based on Mayan mythology and set in 1920's Mexico. I had to skip through the first part because I couldn't handle all the domestic violence the main character experiences from the family members she lives with.

This looks like a great fit! I added it to my TBR pile...
