YA book: guy kills ill elderly to end their suffering?

HS student is looking for a YA book book in which a guy kills off older people who are suffering by burning down their house or opening their windows to let the cold in, or other methods. Someone sees him leaving a house and begins to follow him. I do not know the timeframe of publication.
