Georgette Heyer, Georgette Heyer and, oh yeah, Georgette Heyer.

The first (and still the greatest) of the Regency Romance authors who actually were writing romances and not preachy little tracts. A lot of editors and book critics say that she actually "invented" the Regency Romance as a specific genre. She researched her time period, so her clothing is accurate, the activities are accurate and, for the most part (well, modern minds will have modern heroines) her characters are accurate to their time period.

Also try:

Sheri Cobb South, especially The Weaver Takes a Wife

Mimi Matthews

Julianne Donaldson

The Blue Castle, A Tangled Web and Kilmeny of the Orchard by L.M. Montgomery

Also This Rough Magic and Nine Coaches Waiting by Mary Stewart (these are set in the 1940s)

Also, there are lots of mid-20th century romances by D.E. Stevenson like The Enchanted Isle and The House on the Cliff

Also Scarlet Sails by Alexander Grin is amazing
