SOLVED. Science fiction - doctor for earth's first space station. [s]

Probably written around mid-80s or early 90s, Doctor lost wife, flies to meet Senator in New Mexico who talks him into becoming a doctor on a space station being built. Flights to space take off from a New Mexico space field.

Doctor is also a small plane pilot - intro is him flying to New Mexico in winter.
