I read this book in the 90s about two sisters (the cover had a picture of two girls with dark hair). The one sister goes to visit her younger sister who lives with their aunt and uncle. She was adopted by them after her family was in a car accident. The sister who comes to visit does not treat her younger sister nicely at first and then it turns out she had been sent to foster care and was jealous of her sister who was adopted by the aunt and uncle after their parents were killed in the car crash.
