Fiction - Children preform tests to see if they qualify to be spies and the man who runs the place has epilepsy with bright colors

So I read this book in elementary school (I'm now 18 and just finished my first year in college) and I remember it having a blue tree house line drawing. There were kids in the tree looking out with a telescope and one in a bucket. I remember one girl in the book always carried a bucket with her.

The next part I don't believe are spoilers. I don't remember if this information was given on the back of the book or whatever but I know that it happens so just in case it is spoilers:

(view spoiler)[The kids first had to take a written test and then a physical test through a maze of sorts. There was also a kid with glasses who would chew on his pencil. And another knew morse code really well.

A group of kids were chosen to go undercover in some boarding school I think. I can't remember it very well. Just that they would do morse code with each other every night with a flash light.

One thing I am certain about is that the man who was recruiting the children always wore drab clothes because he had epilepsy that was triggered by bright colors. (hide spoiler)]
