I can only remember a few scene details, but I'm pretty sure it was told from a human man's POV and he's trying to solve a mystery/murder. He discovers an underground society of vampires, including street kids and the working poor in factories who have been turned. I think he's working with a man and a woman to solve the mystery. There's a woman who runs a kind of orphanage/boarding house for kid vampires. There's one super old vampire who's had all of his limbs torn off and is attended to by a human servant. He's done this so he can't harm anyone. He's used as a consultant on the case. There's a chase scene on a rooftop. That's all I've got.
