В моем понимании, в последнем восьмистрочии своего стихотворения под "девочками-сёстрами" и "двумя жизнями" Бродский подразумевает Ахматову и Цветаеву (в смысле - "сестёр по Поэзии" из старшего по сравнению с ним поколения).Бродский сожалеет, что он, не будучи их сверстником, не может быть с ними на-равных.
Он считает себя их продолжателем, достойного их одобрения ("из непрожитых лет ... машут мальчику вслед").
И Цветаева и Ахматова (также, как впоследствии и Бродский) не были достойно оценены и признаны на Родине (в России) и подвергались критике и осуждению тогдашней властью ("к равнодушной отчизне прижавшись щекой").
Вслед за Пушкиным и Лермонтовым, Бродский в этом стихотворении, предвидит и предвосхищает свою будущую судьбу - изгнание (ссылку).
Re "Neither country, no graveyard"In my understanding, in the last eight-line of his poem under "girls - sisters" and "two lives" Brodsky means Akhmatova and Tsvetaeva (in the sense that they are "sisters in Poetry" from the older generation compared to him).
Brodsky regrets that he, not being their peer, can not be equal to them.
He considers himself to be their successor, worthy of their approval ("of the uninhabited years ... wave to the boy ").
And Tsvetaeva and Akhmatova (as well as later Brodsky) were not adequately evaluated and recognized at Home (in Russia) and were criticized and condemned by the then government ("to the indifferent Motherland pressed his cheek").
Following Pushkin and Lermontov, Brodsky in his poem, foresees and anticipates his future fate - exile.

@Reader I have contacted Alexander Fokin - the author of the above paper. He replied that in his interpretation "sisters" are the Bolshaya Neva and the Malaya Neva, washing Vasilyevsky Island (Vasilyevsky Island is an island in St. Petersburg, Russia, bordered by the Bolshaya Neva and Malaya Neva Rivers).
