There's a boy who can fix anything and takes apart his vacuum as a child.
There were some little drawings involved. I clearly remember a drawing of girls sunbathing and rotating their lounges.
A gazebo may have been an important feature of their small town.
The main girl's name might have been Debbie and she had a necklace with her name on it.
The copy I had was a blue hardcover with sliver inlaid writing. The title was something short? Possibly a common phrase like topsy turvy but not topsy turvy, I checked that. I also had Tick Tock on the tip of my tongue but that doesn't seem to be it either.
I wrote a report about it when I was in tenth grade but is had it for a few years but it was pretty new so I'd guess it was published between 2003-2008.
