I read this around 2016 in a library in the san fernando valley. I only read the first few chapters but the girl had a wise grandma that wanted the country to stop industrializing. The girl goes to the beach by her house and finds a dead body in the ocean with her brother? on their boat? she also swam.
I know that "ghost" is in the title and the cover is blue/white-ish with spirits? on the front.
It was native-like with hut-like houses and filipino or asian-islander-like names?

The age group would probably be around late middle school and early high school. The language is not complicated but the themes are more so. Kind of like Island of the Blue Dolphins but more mature?
