Yes, it was previously translated into English and made available for Kindle as, DNA in 2016, but is being published by Minotaur in February as you state.

Ken...if you mean me...I am in the US...but purchased Legacy (hard cover) last March...thru Amazon...3rd party seller...Book Depository US. I get many of my books early thru them. I see it is now available thru Amazon directly for pre- order for February.

I prefer using iTunes/iBook as I read iPad/iPhone only.
The Legacy, Children’s House Book 1, was available here on iBook 25 March 2017 for 2.99 Euros.
The Reckoning, Children’s House Book 2, is due out 3 May 2018.....

I read The Legacy when it was released in the UK last spring. I loved it, definitely lived up to my expectations & I'm looking forward to The Reckoning. Wish I didn't have to wait until May though.
