Because he's looking for the same thing that he used to look for.
He says he wanta to control the ley line. Maybe he thinks this will lead him back to his old lifestyle. The way he talks about Gansey shows his resentment and envy.

Because Gansey is looking for the same thing Whelk was but seems to be getting closer than Whelk. I think Whelk wants power and I think Gansey wants to help his friends.
