Read in 2015, but possibly published 2010 onwards.
Female author.
style was quite bawdy and contemporary - strong language.
But subject was about two or three individuals trying to make their way around a flooded low country (think Belgium/Holland although they didn't exist when the book was set - I want to say medieval, but might be C17, C17, C18). A character who was an escapee from somewhere. A village that was flooded, and thieves want to use a local girl who has the ability to breathe/swim underwater to rob the flooded houses. And a walled town with a harbourmaster to sneak past.
The Cover had swirly black and white print - like a lino print.
Just remember thinking I wanted to read more of the author but the library history only goes back a year - Gah!!

Did it seem like mass market fiction or literary fiction? Series or standalone?

Pretty sure it was standalone, with other novels by same author listed.
