Book Promotion-What to Give for Free?

Hello. I am posting on behalf of an author I am representing. He has a book coming out in January, and he wants to see if he should give out book excerpts or book copies or e books. I am uncertain of this, especially of giving out the whole book on a large scale, because who will buy when they get the text for free? I read that authors should do give-aways to build up exposure. I'm still not convinced it helps sales, however.
