Girl in love triangle with prince and other guy

I only remember a few details about this book. I do not remember what the cover looked like.

it is a YA novel

the main character is a girl

this girl has to marry a prince

she does not love the prince but he seems fairly nice

one day she finds the prince in a library and he tells her how he thinks books and ideas are weapons

the girl likes another guy (possibly her best friend)

the other guy may work at the Palace.

one day during military training the other guy challenges the prince to a duel (I forget who wins but I want to say the prince)

the girl and the other guy get into a fight in a stable or a shed about how she shouldn't be marrying the prince.

that is all I remember.
