Will we be able to claim the main members of the Colell council, just so we know how many there are and don't make too many characters who are part of it?

I'm not putting a limit on the number of characters who can be from that at the moment (though I will add a character claim for the head of the council), since it is a relatively large body of people, with fifteen or so major families who have members in the council. That said, I will say something if there are too many characters being made who are on the council.
