I think it was a way of trying to get information out of Guillam about how much Tarr told him and to plant seeds of doubt into the reliability of any testimony by Tarr.
I suspect that Haydon also felt that something was afoot and he was probably trying to get some information about it and to scare the opposition, in case Haydon thought that Guillam knew of (or was active in) the plans of the opposition.
