Published no later than 1994. Dark shadowy blue-ish cover and illustrations. The theme of the book is spotting witches who are hiding around the town - in alleyways, up walls, in doorways, etc. My memory is that all the pictures were of night time. Traditional witches with black pointy hats and brooms. Kind of scary (to a 6 year old at least) but fun as well.

That's not the book I'm looking for unfortunately. I don't think Halloween was the theme. If I'm remembering correctly, the art depicted a young child (a standby for the reader maybe?) walking through town on a dark night, under the light of the moon, and witches were hiding in all sorts of unlikely places. I remember cobblestone streets, brick walls, dark shadows, and a bright moon.

Can you describe the illustrations - cartoony/realistic, funny/scary, watercolor/detailed/black-and-white/etc.?

Did you only look for witches or other objects?

It doesn't appear to be on that list. The illustrations were well done as I recall - appealing to a child but not cartoony. Detailed. The witches were meant to be scary, so I think they were drawn as evil and ugly. Blue was a prominent colour, but shadows were emphasised. It might be that it was a UK publisher. The teacher never finished reading it to us and I never saw it again so if there's more to the plot I'm not aware of it. Thank you for the help so far.
