"For decades, extreme ideologies on both the left and the right have clashed over the conspiratorial concept of a shadowy secret government pulling the strings on the world’s heads of state and captains of industry.

The phrase New World Order is largely derided as a sophomoric conspiracy theory entertained by minds that lack the sophistication necessary to understand the nuances of geopolitics. But it turns out the core idea — one of deep and overarching collusion between Wall Street and government with a globalist agenda — is operational in what a number of insiders call the “Deep State.”

In the past couple of years, the term has gained traction across a wide swath of ideologies. Former Republican congressional aide Mike Lofgren says it is the nexus of Wall Street and the national security state — a relationship where elected and unelected figures join forces to consolidate power and serve vested interests. Calling it “the big story of our time,” Lofgren says the deep state represents the failure of our visible constitutional government and the cross-fertilization of corporatism with the globalist war on terror.

“It is a hybrid of national security and law enforcement agencies: the Department of Defense, the Department of State, the Department of Homeland Security, the Central Intelligence Agency and the Justice Department. I also include the Department of the Treasury because of its jurisdiction over financial flows, its enforcement of international sanctions and its organic symbiosis with Wall Street,” he explained.

Even parts of the judiciary, namely the Foreign Intelligence Surveillance Court, belong to the deep state.

How does the deep state operate?

A complex web of revolving doors between the military-industrial-complex, Wall Street, and Silicon Valley consolidates the interests of defense contracts, banksters, military actions, and both foreign and domestic surveillance intelligence.

According to Mike Lofgren and many other insiders, this is not a conspiracy theory. The deep state hides in plain sight and goes far beyond the military-industrial complex President Dwight D. Eisenhower warned about in his farewell speech over fifty years ago.

While most citizens are at least passively aware of the surveillance state and collusion between the government and the corporate heads of Wall Street, few people are aware of how much the intelligence functions of the government have been outsourced to privatized groups that are not subject to oversight or accountability. According to Lofgren, 70% of our intelligence budget goes to contractors.

Moreover, while Wall Street and the federal government suck money out of the economy, relegating tens of millions of people to food stamps and incarcerating more people than China — a totalitarian state with four times more people than us — the deep state has, since 9/11, built the equivalent of three Pentagons, a bloated state apparatus that keeps defense contractors, intelligence contractors, and privatized non-accountable citizens marching in stride.

After years of serving in Congress, Lofgren’s moment of truth regarding this matter came in 2001. He observed the government appropriating an enormous amount of money that was ostensibly meant to go to Afghanistan but instead went to the Persian Gulf region. This, he says, “disenchanted” him from the groupthink, which, he says, keeps all of Washington’s minions in lockstep.

Groupthink — an unconscious assimilation of the views of your superiors and peers — also works to keep Silicon Valley funneling technology and information into the federal surveillance state. Lofgren believes the NSA and CIA could not do what they do without Silicon Valley. It has developed a de facto partnership with NSA surveillance activities, as facilitated by a FISA court order.

Now, Lofgren notes, these CEOs want to complain about foreign market share and the damage this collusion has wrought on both the domestic and international reputation of their brands. Under the pretense of pseudo-libertarianism, they helmed a commercial tech sector that is every bit as intrusive as the NSA. Meanwhile, rigging of the DMCA intellectual property laws — so that the government can imprison and fine citizens who jailbreak devices — behooves Wall Street. It’s no surprise that the government has upheld the draconian legislation for the 15 years.

It is also unsurprising that the growth of the corporatocracy aids the deep state. The revolving door between government and Wall Street money allows top firms to offer premium jobs to senior government officials and military yes-men. This, says Philip Giraldi, a former counter-terrorism specialist and military intelligence officer for the CIA, explains how the Clintons left the White House nearly broke but soon amassed $100 million. It also explains how former general and CIA Director David Petraeus, who has no experience in finance, became a partner at the KKR private equity firm, and how former Acting CIA Director Michael Morell became Senior Counselor at Beacon Global Strategies.

Wall Street is the ultimate foundation for the deep state because the incredible amount of money it generates can provide these cushy jobs to those in the government after they retire. Nepotism reigns supreme as the revolving door between Wall Street and government facilitates a great deal of our domestic strife:

"Bank bailouts, tax breaks, and resistance to legislation that would regulate Wall Street, political donors, and lobbyists. The senior government officials, ex-generals, and high level intelligence operatives who participate find themselves with multi-million dollar homes in which to spend their retirement years, cushioned by a tidy pile of investments,” said Giraldi.

How did the deep state come to be?

Some say it is the evolutionary hybrid offspring of the military-industrial complex while others say it came into being with the Federal Reserve Act, even before the First World War. At this time, Woodrow Wilson remarked,

“We have come to be one of the worst ruled, one of the most completely controlled and dominated governments in the civilized world, no longer a government by conviction and the vote of the majority, but a government by the opinion and duress of a small group of dominant men.”

This quasi-secret cabal pulling the strings in Washington and much of America’s foreign policy is maintained by a corporatist ideology that thrives on deregulation, outsourcing, deindustrialization, and financialization. American exceptionalism, or the great “Washington Consensus,” yields perpetual war and economic imperialism abroad while consolidating the interests of the oligarchy here at home.

Mike Lofgren says this government within a government operates off tax dollars but is not constrained by the constitution, nor are its machinations derailed by political shifts in the White House. In this world — where the deep state functions with impunity — it doesn’t matter who is president so long as he or she perpetuates the war on terror, which serves this interconnected web of corporate special interests and disingenuous geopolitical objectives.

“As long as appropriations bills get passed on time, promotion lists get confirmed, black (i.e., secret) budgets get rubber stamped, special tax subsidies for certain corporations are approved without controversy, as long as too many awkward questions are not asked, the gears of the hybrid state will mesh noiselessly,” according to Mike Lofgren in an interview with Bill Moyers.

Interestingly, according to Philip Giraldi, the ever-militaristic Turkey has its own deep state, which uses overt criminality to keep the money flowing. By comparison, the U.S. deep state relies on a symbiotic relationship between banksters, lobbyists, and defense contractors, a mutant hybrid that also owns the Fourth Estate and Washington think tanks.

Is there hope for the future?

Perhaps. At present, discord and unrest continues to build. Various groups, establishments, organizations, and portions of the populace from all corners of the political spectrum, including Silicon Valley, Occupy, the Tea Party, Anonymous, WikiLeaks, anarchists and libertarians from both the left and right, the Electronic Frontier Foundation, and whistleblowers like Edward Snowden and others are beginning to vigorously question and reject the labyrinth of power wielded by the deep state.

Can these groups — can we, the people — overcome the divide and conquer tactics used to quell dissent? The future of freedom may depend on it."

Kevin (i_rate59) | 8 comments I doubt the conspiracy, or Deep State was the result of conscious thought. Primarily because each of the sharks participating would eat their own children if it would advance their personal agendas.
On the other hand, there is enough synchronicity; related facts that line up chronologically, which indicate the common goals have held sway over personal avarice.
...That is until some critical mass brings them down.

Unfortunately that will likely be on our heads, as their power undermines the nations very infrastructure, upon which they built their ivory towers.
Too big to fail? No, corporations of the military industrial complex can fail alright, just as the banks did before them.

Also what you imply about it not being a conscious collusion makes sense to me. I tend to think a lot of actual conspiracies occur by default or accident rather than being 100% orchestrated.

Excellent post James!
"Deep State" or "Shadow Government" DOES exist!
Not a "conspiracy theory", hard fact!
Look at how many "suicides" of bankers, "accidents" of journalists and military members.
Look at how much money has simply dissapeared,
Look at attempted coup's, at encroachment on sovereign territory by "black ops".
Its there, even Sean Stone brought it up without prompting!
But who is going to expose it and who will believe the facts when they are brought out???
Also what will the people be able to do about it???

If the people can receive enough "underground knowledge" about Deep State and other important/underreported issues, then I feel certain there will be no limit to the amount of change they can create.

The hard part, in my opinion, is not getting people to act, but rather informing people...It's especially challenging when all mainstream media outlets are owned by the Murdochs and other elite families and their corporations and so many investigative journalists are being killed (as you and Tammi have pointed out through bitter personal experience).

If the average person knew all the crimes you yourself know are being committed by the global elite, they would become enraged. And history shows that anytime you have an angry public, the (vulnerable) minority ruling elite soon gets overthrown. People power can definitely still work - in fact, I think it's the strongest force on the planet. Even as recently as 1986, one million Filipinos marched together to force the 20-year dictator President Ferdinand Marcos from office...in fact, the once invincible Marcos (backed by the US) had to flee for his life to Hawaii with Imelda. History is full of examples like that.

As someone once said, the wars of the future will be information wars and fought in the media. Keep pushing fear via the media and highlighting the evils of the latest enemy (formerly Soviets, then the Viet Cong, then Al Qaeda, now ISIS, and in the future perhaps ETs?) and the Military Industrial Complex will remain the ONLY winner...and we'll remain in this perpetual state of war...including even bizarre, illogical wars like the "war on terror"!

The other thing we need to factor in is economic factors. Formerly, at least in the West, the average person had more savings and was able to work less hours - and therefore had time to investigate all these subjects. Now, especially after the grand theft conducted by central banksters, people are having to work harder and longer for a buck...

I would agree with every word you wrote in this statement.

Something bad is happening to individual intellectual and economic freedom. Whether that's directed or merely synchronicity (if there is truly such thing as coincidence), it's evil, and we must find a way to turn the tide.

There is so much evidence out there!
Why didn't anyone tackle guys with box cutters/Stanley knives, how did people who trained on Cessna's manage to fly massive passenger planes, why free fall speed collapse of buildings including Bld 7 which wasn't even hit, why reports of explosions, WHY WHY WHY?????


Maybe because 911 enabled a massive con, the WAR ON TERROR, maybe it enabled the invasion of Iraq, maybe it earned certain people $billions, maybe because the "con" is still going on and certain people are still earning $billions from it and maybe because the totalitarian police/security state is getting stronger!

So MAYBE!!!!!!!!!!!!!!!!!!!!

And yes, 9/11 would be ruled to be an "inside job" were any jury presented all the evidence presented in a totally fair and unbiased court case. Even though such a jury in such a court case would not be presented with a smoking gun, there is so much evidence pointing toward an inside job that any jury would have to rule "beyond reasonable doubt" that it was an inside job on some level. It'd be illogical for any juror to vote otherwise.

Of course, such a court case won't happen anytime soon!

John Farebrother | 44 comments Sounds perfectly feasible to me. After all, it was the way communist countries operated, the only difference being that there was no attempt to conceal it there. For example, The Damned Balkans: A Refugee Road Trip describes the situation in Yugoslavia:

All the agencies of power are linked by revolving doors and establishment clubs; the checks and balances on power only affect the overt, public face of power, which is all that most people see. But the effects of the 'deep state' can be seen everywhere, if one takes the time to look.

Author and investigator Paul L. Williams holds a Ph.D. in philosophical theology from Drew University. In the first half, he discussed American history that mainstream media has not covered, including secret alliances between the CIA, why heroin is such a valuable commodity, what the conflict in Syria is really about, and the role that the central banks play in all of this. Williams said that what he found out through his research about the subversion of American democracy was "a horror story." He claims that a group of international banking interests have long ago taken control of the government, the military and the intelligence services. In the first half hour, Williams’ phone line was cut off twice. "This happens every time I’m talking about the CIA and heroin" he quipped.

At the end of the first hour. Williams’ co-author Rodney Brown characterized the election of Donald Trump as "a last-minute reprieve" from the total control of world governments by banking interests, although Willams later said that the president may be "a puppet of the same cartel." Williams characterized the Patriot Act as a move designed to take away most of the last freedoms and privileges of American citizens. He also decried wars as creations of financial interests designed to consolidate their power and control of resources, and observed that "things that are driving us into war have no impact on our national security." Williams concluded, "there’s only hope when people become educated and informed."

Phebe Deep State is now a meme --- probably content-free. And now people are cooking up variations! I've seen Deep Intelligence Services. One could go on: Deep Military. Deep Big Medicine.

It's all nonsense, I think, and symptomatic of the serious civil unrest going on in the U.S. now, which is plenty dangerous enough without "deep" anything.

If there were a Deep State -- which I suppose to be co-extensive with the Wall Street Journal, which we take, and the political "elite," Trump would never have been elected, Brexit would never have happened, and so on. It's not much of a Deep State if they lose so often. I expect there are plenty of high officials and high-level media people who THINK they are the Deep State, but whoops, surprise.

J.W. Barlament | 3 comments Caspian Report on YouTube has a great video on the existence of the so-called deep state. I don't think it matters much whether any "shadow government" exists or not, though. The end goal of any such organization would, obviously, be to take more power from itself and strip the people of more of their freedoms. And, as we have consistently seen throughout the last several decades, the regular government has been pretty up-front about its attempts to centralize power.

Thus, I think the focus of the masses should be on the rulers we do know of, rather than those we don't know. They have, for countless generations, been trying to restrict our natural rights. And, as such, they are our most pressing enemies if we ever wish to be free.

Deep State??? Lets say, "government within government""""
The average politician certainly has very very limited knowledge of what goes on!
As for agents, there are layers of operations, "black ops funded by black money" certainly exist which the "normal govt" knows zero about!
A lot of "operations" are now outsourced to private contractors!
Be that the PMC's or the "lone wolf" contractor. All are deniable.

Kevin Coleman | 17 comments Thanks James, I’ve been grappling with the most overt manifestation of the Deep State here in Australia over the past three years. It’s the Medical Industrial Complex. A little over three years ago I wrote the Federal Senate opposing the No Jab No Pay legislation, which many consider coercive and unethical, however supported by Liberal-National, Labor and the Greens. To even question the total beneficence of vaccination is to invite complaints to AHPRA - the Australian Health Practitioners Regulatory Authority, and complaints to the HCCC, and that has been my experience.
Professor Brian Martin describes the process well in Vaccine Moral Panic in Australia. Denigration, via pharmaceutical funded rags such as Australian Doctor, harassment via complaints to HCCC ( Health Care Complaints Commission) by bodies affiliated to the Friends of Science in Medicine, and fronted by in Australia by social media troll Reasonable Hank, a vigilante unit to identify and push for deregistration of aberrant health practitioners who don’t support the Party line now embedded in the Medical Board of Australia’s code of conduct. And finally, censorship. Many doctors have been deregistered for speaking out on the potential dangers of vaccines. Andrew Wakefield in the UK. Dr Wainie Squire in the UK , a world renowned neuropathologist was deregistered in the UK and now on appeal denied the right to give evidence on so called Shaken Baby Syndrome. A former supporter of this pathological construct, she thinks invalid as a clinical entity.
On the 13th September 2017, I protested in Martin Place against the impending No Jab No No Play here in New South Wales. I had previously written to the AMA (expelled), the NHMRC , the RACGP, my local MP, Federal Health and Research Minister Hunt, and state Health Minister Hazzard peer reviewed evidence linking MMR vaccination with Autism in certain vulnerable children. Within a week I was hauled into a section 150 hearing on the basis I was a threat to the well being of the public. I was suspended indefinitely because I did not share dominant view of my colleagues that flu vaccine was worth whiled. My views are aligned with Cochrane data analysis, not the Australian governments recommended narratives. My suspension was reported by Jane Hansen in the Daily Telegraph, another Murdoch instrument involved in this process. At the Section 150 hearing I was found to have a focal thought disorder, if not Pre-psychotic.
Two years ago, the NHMRC gave the green light to human-Pig Xenotransplantation. Unethical research at Royal Prince Alfred Hospital over the past several years are not open to scrutiny here in NSW. Several reports in the Sydney Morning Herald by Natalie OBrien were followed by her being given the sack. Purely coincidental? The Animal Justice Party’s attempts to demand transparency on this issue in NSW Parliament were rebuffed as commercial in confidence.
Recently Professor Chris Del Mar from Bond University have an opinion sceptical of the Flu vaccine in the Conversation. He shared the same opinions which led to my suspension. Watch his career go down the gurgler. Unethical No. Deemed medically unfit as was my situation No. He will be eliminated on an allegation of his character, trumped up by an anonymous assassin. The Deep State is alive and thriving in NSW. This is no conspiracy theory, but a lived experience for many, with no scrutiny by mainstream media.

Trying to make any sense of the Epstein Affair is a bit like trying to walk through King Minos' labyrinth. There is, however, an Ariadne's thread that can be used to negotiate all the passages, culs-de-sac, and interconnected "rooms." And the "rooms" are interconnected. Among those known to have had some sort of connection to Epstein are Britain's Prince Andrew, former President Bill Clinton, and current President Donald Trump, to name just a few. The Ariadne's thread is, of course, the clear footprints and handprints that Epstein has been "handled" by deep American, and possibly British and Israeli intelligence connections from the outset.

And thus, the Epstein Affair is not merely a distraction; it lies, in my opinion, at the epicenter of the seismic rearrangement of the deep state(s) of the world, and the relationships of power within them/it.

Ian Miller | 1360 comments If any of us wrote a novel with a plot like what Epstein is alleged to have done, the critics would slam us for being ridiculous. As to why he left Bear Sterns, how about he had inside knowledge of what was going wrong, and instead of alerting the other partners, which is what he should have done, he merely cashed out and headed for the hills.
