This was the question I wanted my Manchester detective, DCI Sara Hoyland, to have to answer in the latest book in the series when a terrorist bomb rips through Manchester's Piccadilly station. Is it down to the usual extremists? Or should the definition of terrorism be changed in this ever more complicated world? When a state commits a terrorist act, can it really get away with saying it was done in the national interest? David Menon
