Frank Miller's one-off graphic novel was groundbreaking in its time and it is still quite a fun and interesting read. This doesn't mean that it's particularly great. It is simplistic, with simplistic politics that make some pretty appeals towards the need for fascism and good old fashioned fists in faces when confronted with the wishywashy nambypamby psycobabble politics of the world. It is so childish that in the hands of a better writer, it would be cutting satire, but Frank Miller is a COOL writer, but not a particularly good one. The Dark Knight Returns is fun and worth a read and is massively important in the history of American superhero comics, but as art it is... well, it's fine.
