Flowertown is the nickname given to the toxic containment area where hundreds of people, including Ellie, a stoner records filer, are kept after an accidental spill wreaks havoc on them. Now unable to do anything without contaminating the rest of the world, the residents of Flowertown wait and drone about their endless lives, taking their meds and living life.

But things are not as they seem and life as they know it is about to come to a screeching halt. First, it's the food supplies that are drying up, then the soldiers start acting weird. Ellie doesn't care until it's almost too late.

This is a really interesting read. It's essentially a contained plague, where only a handful of the population is infected and they could contaminate everyone else if they leave the containment area. Stuck, they are sitting ducks for the plans of a big pharmaceutical company.
