Yes, you can be a Buddhist without believing in karma, reincarnation, or deities. Buddhism is pragmatic, based on empirical evidence, and is actually a system of action rather than beliefs. The actions are what propel you to clarity, and equanimity.

This book is as lucid a guide to Buddhist practice that I've read, and as such is worth the read. I'm told it's caused some controversy in the American Buddhist world, but unless your a practitioner of the bells and smells of Buddhism, there's nothing here that should raise an eyebrow.
