Good world-building, nonviolent storyline (title is misleading), good character development including minor figures. All around good-not-great.

(Warning: the second book of the trilogy drops off quickly; I abandoned it about half way through. The plot slows to a crawl, with the interesting situations described in two-page summaries so that the tedious "love story" can take center stage. Really surprising considering the quality of the first book.)
