The Raven Tower
It took me a little while to get into the way this book is written - that is, a mix of first-person and second-person narration, the second-person parts being narrated by a god, who is observing the main character. Sounds a bit unappealing, yeah? But it's great - an epic story in scope, but also closely focussed in on this city, its political wrangling, and how this is influenced by various gods.
