My thoughts on When the Wind Blows:

On the pretense of taking a vacation, FBI agent, Kit Harrison, continues to investigate a case on human genetic engineering.

The heroes of this thriller, Kit, Frannie, and Max are truly and bravely human; the antagonists, Uncle Thomas and his criminal crew are truly evil. There are several minor characters. The characters are superficial; I never felt involved with them.

The most formidable chapters of this mystery are the ones describing the "school" where the human rejects and genetic mistakes are left to die.

The book relies on daunting plot twists to "carry" it--it does a good job of presenting the negative side of genetic engineering and greed.
