Not her best, but that's okay. This is a very low key story, without a whole lot of action. We spend a good deal of time on Zoe's personal journey from grief stricken daughter to powerful woman. So we are introduced to the royal city, the markets, the neighborhoods, and so on. Zoe makes friends, goes to court, encounters political intrigue and so on and so on.
If you are looking for something like the 12 Houses books--well, this is not what you are looking for.
But if you are a fan of Sharon Shinn, as I am, this is worth a read.
