It's true that humans create government and regulations to surround and contain themselves. If magicians and vampires and werewolves existed in numbers, if there were organizations of supernatural forces for good and evil, there would be agencies to contain and promote them. This is a fun, interesting, very Russian take on how that could all exist beneath our normal, human perception.

I'd seen the movie trilogy years ago and loved it, but only half-remember them, and the book is completely different.
