I had never read a book by L.E. Modesitt before, and this book was definitely enough to make me want to read more by him. The book has an interesting, unique, and complex magic system, and it is set in a very realistically built world with many different groups struggling in complex and shifting conflicts. Few books are detailed so precisely, which seems to be one of Modesitt's strengths.

However, one of the major weaknesses of the book was the lack of true action. Too much of the book was devoted to explaining the economy, or the setting, or the politics. There is a genuinely interesting mystery being portrayed, but not enough of the plot has to do with tackling the conflicts presented. Most of the book reads like sitting in school. This is not to say that I did not enjoy the book, but that is what keeps this book from getting a fourth star.
