Ivy is one of the E-psy that is still living in the PsyNet. Because of her abilities, she suffered a breakdown similar to the ones Sacha had when she was overwhelmed by feelings. Since this happened while Silence was still enforced, she was (voluntarily) "reconditioned" - she went through a process that altered her brain in order to stop feeling emotions, which led to her personality being wiped out.
She wasn't targeted by the Council specifically and she wasn't mentioned in the previous books. Hope this helps!
