No. It's not historical.
I'm still trying to figure out exactly when it's set myself but it mentions Kosovon refugees in the first couple of chapters which (I think) places it in the late '90s or early '00s.
A few of the chapters are from earlier in the house's history, but the main story line is contemporary.
