Chloe Beniston Because there is no way he can keep the dragons in Algaesia without endangering the livestock of any nearby settlements or showing bias to the elves who are the only race which wouldn't mind the dragons hunting in the area as they had done before and because Arya is Queen of the elves by the end of the book and in accepting her position she has proclaimed that she will do anything within her power to serve her race, which she can't do if she's on another island, just as Eragon couldn't properly care for the dragons which are his responsibility as a rider (there is Murtagh but he's not exactly in good books) so there may be a possibility of her joining him in the future or him joining her but their sense of duty to their respective roles makes that unlikely
