George Titus is not the King of Domain; we're clearly informed that there's a baneful prophecy using that title, so the rulers are careful NOT to use it.

As for the rest, yes, Atlantis is the big, bad empire with the not-secret agents, pretty much as Yogesh Jain says--except that I don't think the flummery he describes exists or is necessary.
Yogesh Jain I am too very much confused about the political situation but i can come to only conclusion right now is that.

King of Domain is a Puppet king being suppressed by Atlantis ( bcs of grandfather of Titus dont know why..) using the Inquisitor. The inquisitor agency is like a sort of Universal agency for the public eyes but is actually controlled by Bane and has people from all the kingdoms to show it is actually a universal agency.
