asked:
Is the implication that Blayney's new friend Raffi is actually his brother/ half brother (sorry - I may have missed something through reading it half asleep!)? ie mother's child to another relationship.

In The Cartographer, the twins meet Raffi and think they are looking at themselves. When they tell their mother about this, she obviously knows something that's she's not telling them.
'"Hey, Mum, we know a boy who looks just like us." "That'd be Val Radion's boy." If there's an answer to that, I'm still waiting to hear it.' The Cartographer, page 201
