The issue isn't necessarily that they immediately turn to dust when leaving their loop. Peculiars react to the change in time.
In the first book, we saw the apple react to the change in time. It was an apple from 1940 and overnight it aged the 70 years to Jacob's time. Because Emma, Millard, etc. are from 1940, if they stay in Jacob's time too long, they will also age the 70 years.
This being said, Grandpa Portman did not turn to dust because he returned to his own time period when he exited. He maybe aged a few days for the time he spent in the loop but nothing more than that.
As for Melina and the boys, we don't know what time period they are from or how they will react to living in Jacob's time.
