Present day, but they don't have cell phones. It mentions that "the problem" has been around 50 to 60 years, and one of the early cases of pioneer Marissa Fittes was solved in 1962.

Well they mention Television, cars, cameras and phones but I imagine them being in a 'steampunk' variant of today or maybe a bit less technically advanced. But that is how I imagine it.
