Marie-Laure sent the jewel into the sea (encased in the model house). Her intent was to return the jewel to it's rightful recipient (as dictated by the fable on page 21). She asked for Werner's help (his eyesight to confirm that the model / jewel was truely in the water, page 476, "you need to tell me....it must be in the ocean').
Werner returned to the grotto to retrieve the model house. He replaced the stone with the key, and, presumably, hrew the stone back into the ocean. He wanted not wealth, but the best connection he could retain to Marie-Laure: the house where she lived, the key she gave him.
