I'm only 58% through the book so unless someone else also watches them having sex, it was Rebel. During the "Stalkers" chapter he says "...but then Rebel appeared. During his interrogation I noticed how he didn't mention how he'd been watching them and playing with himself by the window. Can't wait to tell Kat about that when I get her alone"
