Umm, it depends on the person. The story as a whole is appropriate, but there are some romance scenes that are a little more than PG. However, if you don't want her to read any of that stuff, a good series for her to be read would be the Shadow Children, by Margaret Peterson Haddix, which consists of perhaps 7 or 8 books, which should keep her busy for awhile. Or even Gone by Michael Grant, and Cinder by Marissa Meyer. All of of those books are series, and are for teens around her age, and dystopian like, if that is the type of genre she likes.
