Yes I believe that this book it appropriate for mature 12 year olds as a minimum, and no maximum of age as I know this book is loved by all. Some other suggestions for great fantasy series that I and many of my friends love are: The Lunar Chronicles, The Mortal Instruments Series, Iron Fey series and Vampire academy series. These are some of my favourite books that fits your age range and I know many love. Personally the Throne of Glass series is my all time favourite! I'm 15 which I take is around the age of your niece so I know my recommendation is appropriate for this age group. I hope this has been helpful :)
