I think they just paid off someone to say Quinn was in rehab at the time, or they had the plan in place and as soon as news hit they sent Quinn up there.

1. Kids - could be grown up by then.
2. Quinn may or may not have been in rehab and its irrelevant because, Del Ray might have had people watching Nattie and found out when the murder was gonna happen, around the same time Quinn was probably sent to get drunk and get arrested.

So Del Ray was doing all the dirty work for them. Obviously Quinn will easily be recognized by Nattie Cooley, so Del Ray monitiored Cooley the whole time and relayed the information to his brother Quinn.
